Large-Budget International Productions
 
A. General Instructions
1. Criteria for Eligibility
a. The Production Budget in Israel shall be no less than NIS 8 million.
b. Jerusalem is the focus of the film or TV series’ plot. 
c. At least 50% of the planned filming days in Israel take place in Jerusalem.
d. The Budget Referred to Jerusalem shall be no less than 25% of the total Production Budget in Israel and no less than NIS 2 million.
e. The Production has distribution agreements, according to which the Film or Series shall be broadcast in territories where there are at least 80 million residents.
f. At least 80% of the production budget is secured and originates abroad, obtaining necessary approval and confirmation.
2. Background
In accordance with Government Decision 1633 dated 28/05/2014, a budget for encouraging international productions has been made available to the Jerusalem Development Authority via the Ministry of Jerusalem and Heritage.
The purpose of this procedure is to support international fiction film and television series productions, which shall be filmed in Jerusalem, and in which the city of Jerusalem shall be a significant and inseparable part of the plot.
The Authority shall provide a grant for international productions while taking into consideration the evaluation and recommendation of the artistic consultants and the Fund’s director.
3. Definitions:
“Jerusalem” – The municipal area of Jerusalem as it is declared by the Minister of the Interior at the time this procedure is published.
“The Authority” – The Jerusalem Development Authority.
“The Fund” – The Jerusalem Film and Television Fund.
“The Grant Committee” – A committee composed of the Authority’s director and/or anyone on his behalf, the Authority’s VP of finances or the Authority’s accountant, the Authority’s legal advisor and the director of the Jerusalem Film and Television Fund.
“Film” – A fiction feature film at least 80 minutes long, which is typically intended for screening at movie theatres.
“Television Series” – A fiction series with at least 7 episodes, each episode at least 24 minutes in length.
“An International Production” – A production of a Film or a Television Series, with the main funding from abroad. The producer and production company are legally registered abroad, and have proven experience. The main spoken language in the Film or TV series is not an official language in Israel. The main casting is from abroad. There is an extensive plan for broadcasting and distribution abroad.
“A Production Package” – The overall submitted offer, which includes script, producer, director, main casting, detailed budget and at least 80% of the budget funding is guaranteed and the producer has all necessary approvals.
“The Production Budget in Israel” – The total estimation of costs required for purchasing goods and services directly related to the production of the Film or Series in Israel, including a detailed account of the Jerusalem budget.
“The Budget Referred to Jerusalem” – The budget includes payment for services and/or goods directly for the Production, that are supplied by professionals residing in Jerusalem and/or businesses operating regularly in Jerusalem.
“Premiere Screening” – The first public screening of the final copy of the Film or the Series before more than 100 guests and journalists, with the participation of the creators and main actors.
B. The Amount of the Grant
The Fund’s support shall be a return of 60% of the Budget Referred to Jerusalem, and in any case shall not exceed NIS10,000,000 (hereinafter: “the Maximal Amount of the Grant”). In addition, the amount of the grant shall not exceed 50% of the total Production's Budget Referred to Israel.
Inasmuch as the Production receives additional support or grants from Israeli government sources, coordination shall be made to ensure that the total support originating from government sources shall not exceed the Maximal Amount of the Grant. For this purpose, the producer shall present the total grants from Israeli government sources (requested and/or secured) upon submitting the request.
C. The Reading Process and Request Sorting
The Authority's grant committee shall make decisions for providing the grant, taking into consideration the recommendations which shall be presented before it, following the sorting and evaluation stages of the Fund’s director and the artistic consultants.
This sorting stage shall be based on the script, and on the examination and evaluation of the “Production Package” (with its components as is specified later in this document under the submitting procedure), and they shall serve as criteria for approving the projects for production. The artistic consultants, production professional consultants and the Fund’s director will examine and evaluate the “Production Packages.”
Script submitters who have reached this stage may be invited to appear before the artistic consultants and the Fund’s director for the purpose of an oral presentation of the Film/ Series.
The aforementioned evaluation is brought to the Advisory Committee, which will recommend projects worthy of the grant to the Authority. 
D. The Process of Approving the Grant
1. Dates will be published by the Authority for all submission.
2. Evaluating the script, production quality and the production's plan and budget allocated to Israel and Jerusalem by professional consultants.
3. The recommendation for the grant shall be brought up for discussion before the Grant Committee, which shall decide whether to provide the grant in accordance with the provisions of this procedure.
4. Signing an agreement and setting a repayment ceiling based on production data and budget availability.
5. The method of support – 
The grant shall be paid once expenses in Israel have finished and following the examination and approval of the production report and all terms of the agreement have been met.
The Production shall be obligated to screen/broadcast the produced Film/Series within a year from receiving the first payment.
Payment in 3 milestones:
1. After finishing the Production in Israel and submitting an accountant report and its approval by the Jerusalem Development Authority – 20%.
2. After the Premiere Screening in Jerusalem – 20%.
3. Regarding a Film Production – upon commercial screening – 60%.
Regarding a Television Series – 
Upon the beginning of the commercial broadcast – 30%.
Upon the end of the Series’ commercial broadcast – 30%.
E. Conditions for Receiving the Grant
“The Production Package” with all its components, as it was approved, and especially the director, the producer and the screenwriter and script, is binding, and any change to the composition of participants and the components of the “Production Package” may delay the discussion of the script/project to the next reading cycle.
Prior to signing the agreement with the Fund, the script shall be submitted for an additional reading by the artistic consultants and the Fund’s director, edited and ready for filming. The Fund’s director shall have the right to request additional rewrites on the script and the preparations for production, as a condition for signing the agreement with the Fund.
The conditions for the Fund’s investment and payment dates shall be in accordance with the terms specified in the agreement, which shall be signed between the Fund and the submitter. Inasmuch as the submitter fails to meet the terms of the procedure, including schedules defined in the agreement, that are signed between the Fund and the submitter, the Fund shall be entitled to request that the submitter return the grant in its entirety without delay.
The Fund management is entitled to examine its policy and methods of operation from time to time, and is entitled to make changes and updates based on needs and the changing reality. The Fund management has the full right to change the scope of the grant at its discretion, while paying attention, among others, to the number of submitted requests, their level and the total budget, which the Fund shall have available.
The Fund reserves the right, among others, to examine the submitter’s production and distribution budgets, as well as to request changes to these budgets and to condition the contracting with the submitter upon making those changes.
The Fund’s positive reply to a request for a grant for production does not bind the Fund, so long as a detailed agreement has not been signed between the Fund and the submitter. In any case of contradiction in the agreed upon contract with the Fund, the agreement shall prevail.
F. The Procedure of Submitting the Request for a Grant to the Fund
A request for a grant in this international procedure, shall be submitted in four printed copies in accordance with the Fund’s writing procedures attached herein as Appendix A to this procedure, and an additional copy on a CD/ DVD, and shall be called “Submission Portfolio”. This “Submission Portfolio” shall be hand delivered to the Fund at the submitter’s responsibility, until the set date. The Fund’s signature upon the submission form shall constitute reference for receiving the request on time.
The Submission Portfolio shall include the documents specified hereinafter in accordance with the following order:
1. Submission form.
2. Full script in Hebrew or in English alone (the submitter must translate any other language into English or Hebrew) of the Film, and in case of a Television Series, the full script of an example episode as well as other treatments of at least 50% of the Series episodes and an arc of the remainder of the Series.
3. An abstract of the Film/ Series, up to three pages long.
4. One page with a description of all main characters.
5. The main crew list with a division between the Israeli crew and the foreign crew, while specifying their countries of citizenship (non-Israelis) and professional curriculum vitae of the submitter, the screenwriter, the director and the producer. One page per staff member.
6. Inasmuch as the original document is not in Hebrew or in English, the submitter must translate the document and furnish a notary approval.
7. Inasmuch as the story on which the script is based is not original, the submitter must present a declaration with regards to intellectual property rights, which with approval for original work. Inasmuch as the original document is not in Hebrew or in English, the submitter must translate the document and furnish a notary approval.
8. The main cast and crew with a division between the Israeli and foreign actors.
9. Top Sheet – the total Production Budget in Israel with a separate column for the Jerusalem budget.
10. One Liners – single line descriptions of: each scene of the script, the filming time, estimated screen time and scene length in the script, while emphasizing the scenes taking place in Jerusalem. The bottom of the document shall clearly state the total length in the script of the scenes taking place in Jerusalem, compared to the total scenes not taking place in Jerusalem.
11. Production schedule.
12. Additional documents shall be required based on the Production’s progression (such as: list of key members of the production staff and main actors, filming sites in Jerusalem and such).
13. Detailed below the line budget:
a. Full and detailed below the line budget. A separation in the budget between expenses in Jerusalem, in Israel and in countries that are partners to the production.
b. Division of the investment/grant between the Israeli and foreign investors. The division shall determine who the senior partner is (majority) and who the junior partners are.
c. A table with the names of investors, some in production and some in incomes and profits.
d. An agreement between the Israeli company or the Israeli limited partnership and the foreign company, and the translation of the agreement into Hebrew. Inasmuch as there are additional partners from additional countries – it is important to note, and attach copies of the agreements.
e. A distribution agreement and the key for dividing the incomes and profits between the Israeli producer and the foreign producer (the division of incomes in Israel, the division of incomes in the partnering countries and the division of incomes in the rest of the world must be stated) as well as a translation of the agreement into Hebrew, approved by a notary, if the agreement is not in English.
After the reading and sorting process, the Fund shall deliver its decisions to the submitters and guide them with regards to the following stages as specified in this document.
G. General
The Authority’s support is conditioned upon receiving various budgets from the Israeli government and the municipality of Jerusalem. Inasmuch as the stated budgets shall not be received, in whole or in part, the Authority shall be entitled to cancel and/or to narrow the scope of the grants and/or to change the submission date, at any stage whatsoever, and the submitting entrepreneur shall have no complaint and/or claim and/or request regarding the cancelation or narrowing of the Fund’s support and/or changing the submission date.
